In the article, Appleton reacts to an analysis from Transparency International about the miniscule number of corruption prosecutions worldwide. He explains how most countries do not have the legal framework, the will or the capacity to investigate and prosecute bribery outside of their borders, which is why very few of the many countries that signed on to a landmark international anti-bribery convention have gone after any foreign targets for bribery over the last four years.
