Sam Caligiuri represents clients in matters involving the intersection of complex business and regulatory issues. His practice is focused on insurance regulation and transactions, where he counsels insurance and reinsurance clients on various regulatory and transactional matters. Sam has represented clients across the industry, including life, property-casualty, health, and title insurers as well as insurance producers. He has advised clients on matters such as assumption/novation transactions, mergers and acquisitions, product development, formation of new insurers including health insurers, licensing, redomestications, investment law issues, and governmental investigations. Sam has also served as national regulatory counsel for companies offering service contracts and extended warranties and has advised clients with regard to issues involving the insurance laws and regulations of many states.
Sam has extensive experience representing clients before the Connecticut Insurance Department and in matters involving Connecticut insurance law and regulations. Sam has deep knowledge of the Connecticut regulatory and legislative process, having served as deputy legal counsel in the office of the governor from 1995 to 1997 and as a state senator from 2007 to 2011. His legislative work included service as ranking member on the General Assembly's Insurance and Real Estate Committee and as a member of the Regulations Review Committee. As deputy legal counsel, Sam worked with the Connecticut Insurance Department and other state government departments and agencies.
Sam engages in various other insurance-related activities, including as a member of the Federation of Regulatory Counsel and as a former adjunct professor at the University of Connecticut School of Law, where he created and taught a class titled "Regulation of Insurance Transactions".
Sam has used his substantial experience in Connecticut state government to develop a strong practice representing clients in negotiating and closing financing and other financial incentive packages implemented through the Connecticut Department of Economic and Community Development. Sam has worked with a wide variety of clients, ranging from Fortune 500 companies, to hedge funds relocating to Connecticut, to small and mid-sized manufacturing firms looking to expand in the State.
